There are many elderly residents reflecting on the present water crisis and the challenges it presents, and they want to know why, with three councillors operating in the Plumstead area, not one had the foresight to address the residents through the media to at least explain their reason for consenting to the implementation of the impending drought levy without protocol being adhered to.
